POSITON PURPOSE
The Administration Manager provides support to the China entities of the University of Technology Sydney (UTS) across a diverse range of activities including finance, accounting, legal, human resources, and general administrative services. The UTS China entities include UTS Beijing Ltd., UTS Shenzhen Ltd., and UTS Shanghai Branch. The position is expected to be service oriented and deliver quality operational management and assistance to UTS China entities to maximise work effectiveness. This position is a full-time role, based in the UTS Beijing office.

UTS Beijing Ltd, being a comprehensive representative presence of UTS in China, provides profile-building, partnership development and market intelligence for UTS in the region. It also helps to deliver on UTS’s broader mission of internationalisation. UTS Shenzhen Ltd is a financially-sustainable, market-driven research and innovation institute, enabling UTS to enhance its global academic, research and social responsibility impact in China. UTS Shanghai is a branch office of UTS Shenzhen Ltd. Sharing the same mission, it operates under the same business scope.

MAJOR FUNCTIONS
Finance, accounting and legal
Work with the In-Country Director, other UTS staff, and the service firm in finance and accounting, and legal affairs (“the service firm”) to:
  • Plan, arrange and implement key annual activities relating to finance, accounting, tax and banking, to ensure compliance with all relevant regulations.
  • Complete all routine activities on time, such as banking and payments, bookkeeping and financial reporting, and tax filling etc.
  • Assist with the China team’s finance matters, such as cash advances, expenses and reimbursements, making sure the staff complete their expense reporting on a monthly basis.
  • Support the UTS Sydney campus faculties, units and colleagues with their UTS-related finance, accounting, and legal matters in China.
  • Develop, update, and maintain legal documents of all types related to essential operations of the UTS China entities, such as the abovementioned HR-related documents.
  • Prepare yearly budgeting, quarterly finance updates, invoicing between UTS and its China entities, and any other relevant projects in finance and accounting.
  • Review quality of services provided by the service firms, propose suggestions to the In-Country Director and others internally as appropriate.
  • Assist with any other finance, accounting, tax or legal matters related to the UTS China entities, as appropriate.

Human resources
  • Support the recruitment, induction, and separation processes for staff across all China entities.
  • Actively manage, update, consult, advise, report, resolve, and document matters related to UTS China staff salaries, benefits, insurances, and social security, etc., collaborating with the In-Country Director, the UTS Global General Manager, the HR vendor (FESCO) and others as appropriate.
  • Ensure key documents related to human resource operations are appropriately communicated to staff members and are updated regularly. These documents include, but are not limited to, Employment Contracts, Operations Manuals and the Staff Handbook.
  • Manage, record, and advise China staff members on leave entitlements ensuring that the rules and procedures on leave are followed at all times.
  • Work with the In-Country Director and HR vendor (FESCO) to ensure compliance with all HR-related government requirements.

Office administration
  • Ensure the safety and cleanliness of the UTS Beijing office space is maintained by providing operational support, such as, liaising with office cleaning and maintenance contractors, ordering office supplies, managing internet installation and maintenance, and assisting with the management of general safety and security matters etc. Provide support and guidance for office management to staff at UTS Shenzhen Ltd and UTS Shanghai Branch.
  • Manage office assets and assist with procurement of equipment, following relevant procurement procedures.  
  • Coordinate with the landlords of the China entities’ offices and relevant UTS internal teams with regards to maintenance, negotiations, renewals, or terminations of office leases.
  • Coordinate with relevant internal and external parties on administrative related activities, such as, document filing and signatures, use of company chop, postage, and reception, etc., as advised and appropriate.
  • Work with In-Country Director and other team members as appropriate to plan and facilitate internal and external meetings, gatherings, workshops, and team building activities for the China team.
  • Record and document the entities’ operational processes, procedures, activities and products as appropriate.
  • Assist with administrative and operational activities for both UTS China-based and Sydney- based staff as appropriate.

AUTHORITY
The Administration Manager is expected to work under the supervision of the In-Country Director, China, liaising and receiving instructions on complex issues but with authority to act autonomously on basic operational projects.

SELECTION CRITERIA
Skills and Attributes
  • Excellent communication skills in both English and Chinese
  • Positive, collegiate and can-do attitude
  • Highly refined research, analysis and report writing skills
  • Ability to independently organise and prioritise work schedules to meet internal and external client needs and deadlines
  • Proficiency in the usage of computers and office software packages (MS Word, Excel, etc.)

Knowledge
  • Business administration, human resources, finance and accounting management.
  • Knowledge or interest in higher education and international education.

Qualifications
  • Tertiary qualification in a relevant field
  • Working proficiency in English language and native speaker proficiency in Mandarin Chinese
  • Relevant work experience
